The following persons are allowed to apply for open work permits.
- Spouses or common-law partners of some temporary foreign workers
- Spouses or common-law partners of some international students
- International students graduated from a designated program of study in Canada
- Permanent Residents applicants (Who have applied for inland spousal sponsorship)
- Young Workers who are participants in programs offered by International Experience Canada (IEC)
- Refugees
- Refugee Claimants
- Protected Persons and their family members

Advantages
Open Work Permits have many advantages as they allow the holders to work in Canada freely. Unlike most work permits connected to a single company, an open work visa allows a foreign national to work for any employer in Canada and move about at their ease. Many foreign nationals strengthen their eligibility for permanent residency in Canada by obtaining Canadian job experience. Foreign nationals can track their eligibility for the following paths to permanent residence as they gain work experience in Canada.
Even if applicants have an open work permit, foreign nationals are not permitted to work for the following types of employers. Employers who frequently offer prohibited services include striptease, exotic dancing, escort services, or erotic massages.
These types of employers are designated as ineligible by the IRCC.
