    Quebec Experience Program (PEQ)

    The Quebec Experience Program (Programme de l’expérience Québécoise) PEQ is a counterpart of the famous federal program Canadian experience program. Quebec being an autonomous province, has its own rules and regulations when it comes to immigration programs.

    The Quebec Experience Program (PEQ) is a fast-track immigration pathway for permanent residence. Like the famous Canadian Experience Class (CEC), it also works in the same way. This stream is specifically designed for those people who are currently living or working in Quebec.

    The two significant applicants currently residing in Quebec can apply under this program:

    • International Students (Quebec Graduates)

                                         or

    The applicants can apply for this program and can become permanent residents. The Quebec Experience Program (PEQ) applicants must demonstrate specific proficiency levels in Oral French. Additionally, there are other requirements too that are also needed to be fulfilled.

    This is a fast-track and a priority-based program, and therefore the processing time for its application is faster than other programs.

    • Quebec Experience Program Requirements

    By applying to this program, the applicants can also apply for a Certificat de sélection du Québec (CSQ – Québec selection certificate). After receiving a CSQ, the applicant becomes eligible to apply for permanent residence.

    However, there are different requirements for both Temporary Foreign Workers and Quebec Graduates.

    The general requirements for all the Quebec Experience Program (PEQ) applicants are stated below:

    • They must have a strong intention to settle in Quebec.
    • They have lived in Quebec for work or study purposes.
    • They must demonstrate advanced knowledge in Oral French.
    • In the case of accompanying spouses, they are also required to demonstrate proficiency in the French Language.
    • The applicants must undertake complete financial responsibility of their spouse or dependent children.
    • The applicants must be at least 18 years old having a valid passport.
    • Must be admissible to Canada.
    • Must not be involved in a serious offense.

     

    • Quebec Experience Program for Students

    International students and graduates from Quebec can apply for this program and become Canadian permanent residents while staying in the province.

    In order to be eligible for this program, the students have to meet the following points:

    • General Requirements

    • The candidates have an intention to stay and work in Quebec;
    • Have an intention to find a job in Quebec;
    • Be 18 years old or above
    • Must be proficient in Oral French equivalent to to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (in French);
    • The spouse or common-law partner of an applicant should also have a knowledge of oral French equivalent to Level 4;
    • Be a legal applicant in Quebec;
    • Financially capable of bearing the expenses;
    • The candidates must have an eligible diploma.
    • They must have obtained eligible work experience in Quebec.
    • They have stayed in Quebec for at least half of the duration of their study program.

     

    • Eligible Diplomas or Qualification

    For the Quebec Experience Class, not all educational qualifications are eligible. Certain diplomas are only eligible for this stream.

    Those international students applying for this program should confirm whether their program is eligible for the PEQ or not. The eligible programs for PEQ are listed below:

    • Bachelor’s degree
    • Master’s degree (Including MBA program)
    • Diploma of Vocational Studies (Diplôme d’Études Professionelles) involving 1800 hours
    • Diploma of college studies, technical training (DCS)
    • Diploma of vocational studies (DVS) followed by an attestation of vocational specialization (AVS) of 1,800 hours

    These qualifications must be obtained by the public universities or institutions located in Quebec. Moreover, the international students should have lived in Quebec for at least half the duration of their program.

    For Bachelor’s, Master’s, Ph.D., or diploma (technical studies) holders:

    • They must have 12 months, full-time, continuous work experience in the previous three years under the NOC skill level O, A, or B, and they must be employed at application submission time.

    For Diploma of Vocational Studies (DEP) of 1,800 hours or more holders:

    • They are required to have 18 months of work experience in the previous three years, in NOC skill level O, A, B, or C or and they must be employed at application submission time. Moreover, if the applicant is employed under NOC skill level C, it must be related to the educational field.

    If the candidate successfully meets all the criteria, they can submit their application for CSQ through the Quebec Experience Program (PEQ). These applications are not offered online, and they are meant to be submitted through hard copy.

    • Quebec Experience Program for Temporary Workers

    If the applicant is a temporary foreign worker living in Quebec, they are required to meet the following conditions to be eligible for this program:

    • General Requirements

     

    • The candidates have an intention to stay and work in Quebec;
    • Have an intention to find a job in Quebec;
    • Be 18 years old or above
    • Must be proficient in Oral French equivalent to to Level 7 on the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes (in French);
    • The spouse or common-law partner of the applicant should also have a knowledge of oral French equivalent to Level 4;
    • Be a legal applicant in Quebec;
    • Financially capable of bearing the expenses;

    Work experience (National Occupational Classification)

    • It must be under a full-time job at the management, professional or technical level (levels O, A, B under the National Occupational Classification) when applying.
    • It must be a full-time job (minimum 30 hours in a week)
    • It must be a paid job.
    • The job must be at least within 24 to 36 months of submission of the application.

     

    • Language Proficiency

    A good grip and command over the French Language are required. Therefore, the candidates must take French Language Proficiency tests to demonstrate their language levels.

    Furthermore, these are some of the accepted tests for French language proficiency:

    • Test d’évaluation du français adapté pour le Québec (TEFAQ)
    • Test de connaissance du français pour le Québec (TCF-Québec)
    • Test d’évaluation du français (TEF)
    • Test d’évaluation du français pour le Canada (TEF Canada)
    • Test de connaissance du français (TCF)
    • Diplôme d’études en langue française (DELF)
    • Diplôme approfondi de langue française (DALF)

    • Transitional Measures for New Regulations

    Immigration Quebec issued new PEQ laws on July 22, 2020, which modified the selection criterion. Students did not need job experience to be able to apply under the prior selection criteria. Temporary workers are required 36 months of work experience, which may be classified as NOC skill levels O, A, B, C, or D.

    • Measures:

     

    • Before July 22, 2020, any international students who have received or will get a PEQ-eligible diploma by December 31, 2020, can apply for permanent selection based on the current selection requirements.
    • If the applicant has already passed the course, was attending it, or had already registered for it on July 21, 2020, the Ministère will continue to accept the attestation of successful completion of an advanced intermediate French course as a document that can be submitted regarding knowledge of French.
    • Temporary foreign workers who have a valid work permit or other authorization to work under the Immigration and Refugee Protection Regulations (SOR/2002/227) and were living in Québec on July 21, 2020, will be able to apply for permanent selection based on the conditions in place before July 22, 2020.
